Fire Alarm Rules in India (2026): NBC, IS 2189 and Karnataka

What changed in 2026 — the National Building Construction Standards replacing NBC 2016 and the revised IS 2189 — and how Karnataka’s fire rules decide what your building must have.

Two big changes in 2026

  • The National Building Code of India 2016 (SP 7:2016) was withdrawn on 30 April 2026 and replaced by the National Building Construction Standards 2026 (SP 7:2026), according to the Gazette notice. Press summaries describe the new standards as more advisory, with fire and life-safety provisions reorganised and more autonomy for states.
  • IS 2189, the Indian code of practice for automatic fire detection and alarm systems, was revised in 2026 (IS 2189:2026, fifth revision), superseding the 2008 edition.

What actually decides your requirements

National codes are references; what is mandatory for a building is set by state fire laws, building bye-laws and the fire department’s approvals. Many state rules incorporate NBC 2016 by reference, so its requirements remain relevant in practice while states update their rules. This is general information — confirm requirements for your building with the fire department or a fire-safety consultant.

Karnataka

  • The Karnataka Fire Force (Amendment) Act, 2023, effective 24 March 2023, defines a high-rise building as 21 metres or above, regardless of occupancy.
  • High-rise buildings need a Fire NOC from the Karnataka State Fire and Emergency Services before construction.
  • Fire detection and alarm systems are part of what the fire department checks for approvals and renewals.

Which buildings usually need fire alarm systems

The exact requirement depends on occupancy, height, area and the applicable code, but fire detection and alarm systems are commonly required in high-rise buildings, hospitals, hotels and lodges, malls and large shops, schools and colleges, assembly halls, offices above a certain size, and many industrial and storage buildings. Smaller premises such as shops, clinics and offices may not be legally required to install one but often do so for insurance, tenant requirements and safety.

Common gaps found in inspections

  • Detectors missing in new partitions, false ceilings or added rooms.
  • Manual call points blocked or not at exits.
  • Sounders inaudible in some areas.
  • Panels showing faults or disabled zones.
  • No maintenance records.
  • Fire alarm not interfaced with access control, lifts or ventilation as designed.

What NBC 2016 required (for reference)

Under NBC 2016 Part 4, a table of minimum requirements set out, for each type of building and height, whether manual fire alarms and automatic detection were needed. Its notes included talk-back and public-address systems for many occupancies at 15 m and above (24 m for apartments and dormitories), automatic detection in electrical rooms within car parks, and detection in basements over 200 m². These remain useful references while state rules transition.

Practical steps

  • Check your building’s height, occupancy and any fire NOC conditions.
  • Have the system designed to the current IS 2189 by a qualified installer.
  • Use BIS-certified detectors where required.
  • Keep maintenance and test records — fire departments ask for them.
  • Integrate the fire alarm with access control doors, lifts and ventilation where required.
