Fire Alarm Systems for Apartments: What Residents Should Know

How fire alarm systems work in apartment buildings: common area and basement detection, call points and sounders on each floor, whether flats have detectors, high-rise rules in Karnataka, maintenance responsibility and false alarms.

Who is responsible

In most apartment buildings, the builder installs the fire alarm system and hands it over with the building. After handover, the apartment owners’ association is responsible for keeping it working: maintenance contracts, testing, repairs, fire NOC renewals where required, and training security staff to respond. Individual owners are responsible for safety inside their own flats.

High-rise buildings in Karnataka

Under the Karnataka Fire Force (Amendment) Act, 2023, a high-rise building is one 21 metres or above. High-rise buildings need a fire NOC from the Karnataka State Fire and Emergency Services, and fire detection and alarm systems are part of what is inspected for approvals and renewals. Many such buildings also have public address or talk-back systems so instructions can be given floor by floor.

Protecting your own flat

If your flat has no detectors, a few battery smoke alarms in the living room and bedroom passage are inexpensive and give early warning, especially at night. Use a heat alarm, not a smoke alarm, in the kitchen. A gas leak detector near the cooking area is worth adding where piped gas or LPG cylinders are used. If the building has an addressable system, the association may allow flat detectors to be connected to it.

Why apartment systems fail

  • No maintenance after the builder’s warranty ends.
  • Panel switched to silence or isolated zones after repeated false alarms.
  • Detectors painted over or removed during flat interiors.
  • Dead backup batteries in the panel.
  • Security guards who do not know how to read the panel.

Reducing false alarms

Most false alarms in apartments come from basement detectors exposed to vehicle exhaust, dust from interior work, insects, and damaged call points. Fixing the cause — the right detector type, cleaning, covers during renovation — is better than isolating zones, which leaves part of the building unprotected.

When the alarm sounds

  • Security checks the panel to see which floor and device raised the alarm, and sends a guard with a phone to check.
  • If there is smoke or fire, call 101 or 112 at once — do not wait to investigate further.
  • Residents leave by the stairs, never the lifts, and gather at the assembly point.
  • Only after the cause is found and cleared is the panel reset, and the event noted in the logbook.

An association checklist

  • Get an AMC with quarterly testing and written reports.
  • Keep an updated layout of zones next to the panel.
  • Train every security shift to read alarms, call 101 or 112, and reset the panel.
  • Tell residents not to cover or remove detectors during interiors.
  • Hold an evacuation drill once a year with residents.

Quick answers

Are fire alarms required in apartments?+

For high-rise buildings, fire detection and alarms are part of fire department approvals. Requirements for smaller buildings depend on the applicable code and bye-laws.

Who pays for apartment fire alarm maintenance?+

The owners’ association, from maintenance funds, after the builder hands over the building.

Can I install a smoke alarm in my flat?+

Yes. Battery smoke alarms in the living area and bedroom passage are simple and effective.

Should we switch off the alarm if it keeps giving false alarms?+

No. Isolating zones leaves part of the building unprotected. Find and fix the cause with your maintenance contractor.

Why does our basement fire alarm keep going off?+

Often smoke detectors exposed to exhaust or dust. Heat detectors or better-suited detector types usually fix it.
